George Shepley letter to the Common Council of the City of New Orleans, 1862 June 5.

Letter, dated June 5, 1862, written in secretarial hand and signed by Shepley, calls on the Common Council of New Orleans to employ the unemployed and "starving labor" in the city on various public works projects. Shepley also notes that whenever the repairs are necessary because of contractor neglect or non-performance, then the city will be imbursed for all expenditures.
